Ok well I agree with others before me. It was simply will. Dooko wanted to get the loser the heck out of the way so he could take one at a time. So when Anakin ran up he was instantly zapped with 4,000,000,000 volts of Sith lightning and thrown about 50 mph to the nearest wall where he fell to the ground and sizzled for about 2 minutes. However Palpy simply wanted to show Luke the power of the dark side, maybe even in a last ditch effort to have him turn, so he just tortured luke with about 3,000,000,000 volts of sith lightning.
