The Volkswagen or literally People's Car was indeed started by Hitler's government as an affordable vehicle for the German people.

You have to remember that Germany was totally bankrupt when Hitler was elected in 1933. Their economy was terrible and inflation was several hundred percent.

The Volkswagen was one of the ways that Hitler tried to restore the economy and give people something they could afford as well as creating jobs.

Of course most of his others ideas were not so good, but the Volswagen at least did survive and was part of the recovery effort after the war as well.
