How Did Palpatine Stay in Power for 10 years?

When he was incharge of the Senate how did he hold onto that power for that long before the Clone Wars?

But the Official Site under Galactic Republic talks about "the first decade of his term which would imply that he's allowed at least ten years or so before his term expires. But because of the war, he stayed in office after the events of AOTC.

 

I think it was mentioned somewhere that he "tried" to step down but the Senate forced him to stay as Chancellor.

Both of Palpatine's terms added together equal eight years. However, he managed to extend his stay in office by agreeing to deal with Count Dooku's separatist movement before even considering his retirement. This is two years before the events of ATOC.
