Rogue One If Steela had survived

If Steela had survived the Onderon arc do you think that would have affected Rogue One's decision to use Saw as a character in their movie? Would they have just created an entirely brand new character or perhaps changed the dynamics of the Partisans from Rogue One to include Saw's sister?

Steela was in general a little more level headed than Saw was so if she continued to be around Saw than he may not have taken it to the level that he did with her not around.
