Public or personal opinion does not need to abide by the same rules as a common-law criminal court, nor should they.
No, but IMHO a single accusation without further details doesn't really amount to a lot. It put Rush on my radar but I'm inclined to give him the benefit of the doubt until further details come out or more accusations surface. I don't think it's useful to just blindly accept accusations.
That's not really how justice works though. You should consider that both sides of the story are possible until serious proof surfaces or an actual trial takes place. And a trial will most likely only end with the verdict of more/less likely of the accused's crimes having occurred.
A way forward is to make sure law enforcement policy is taking accusations seriously, and barring the accusations going public, setting up a sting operation. It would probably have to take some serious planning as you can't just ask any cop to go undercover as a comedian or actress that would even find themselves in the presence of a Weinstein or Louis CK.

How many millions of cops are we going to deploy undercover to catch casual workplace harassment at the fry line at McDonald’s and packing warehouses, and the slaughterhouse, and ball bearing factories and mini-mall furniture outlets and accounting firms all over the country? For literally any other type of crime, all sorts of evidence is acceptable including:
Written or electronic records
Sequence of events from which a malicious motive or intent can be deduced
Yet for absolutely no reason, you have stipulated that the only valid way to establish sexual harassment is using a secret sting operation. Any reason for this Herculean and highly particular standard of evidence, which requires the victim to keep suffering rather than remove themselves from the situation? You know, since we're focusing on logic.
