    23 years before the Battle of Yavin, an organization exists to counter the cultural war being fought by the rising Confederacy of Independent Systems. This agency exists below the Jedi, below other Galactic peacekeeping efforts, and even below that of the Corsucant police forces. It is the Republic Welfare Agency and, as far as the public is concerned, it helps injured and dying children. It is sponsored by the Republic government in secret because, in reality, this agency is Section Dopa. Section Dopa of the Political and Cultural War Division, is a newly formed branch within the RCWD. The RCWD, who is championed by Senator Palpatine of Naboo, has two publicly stated goals: Counter-Intelligence and Counter-Terrorism. These are handled by Republic operatives in the open Section Bo of the RCWD. However, Section Dopa handles these goals as well as a third, unstated, objective: To use the most advanced technology and conditioning elements in order to create the perfect government-commissioned assassin.

    To begin the process, an agent of the RWA chooses a child that has gone through a near death experience or who is in critical condition, the scientists of the RCWD then perform experimental surgery on the child, refitting them with artificial body parts. These can include, but are not limited to, synthesized body frames and muscles designed to give the children at least peak strength for their species, quick reflexes, and a high resilience to damage and pain.

    After the operation, the agent becomes the child?s handler, at which point the handler gives the child a name. At this point, they become a unit of ?Siblings? in the RCWD. The conditioning begins here. The child is subjected to brainwashing, drugs to allow full use of their enhancements as well as grant their perceptions heightened states. This includes sight, hearing, and their overall instinct. This creates a connection between the child and their handler, as well as the dangers surrounding them that is similar to the Jedi ability to sense danger heading their way. The effectiveness of the conditioning is determined by the intensity and frequency of the child?s sessions. While frequent and intense sessions will provide the most advanced assassin, the strain on the body of the child shortens the effectiveness of the unit.

    The handler is directly responsible for the child?s training, conditioning, field performance, development, and overall welfare. Once the siblings unit has been formed, the handler is free to use and train the child as he sees fit. Due to the variety of personalities among handlers, this results in varying forms of training as well as varying personalities among the children. The result, however, hardly varies: a deadly assassin who is forever loyal to their agent and is unassuming and unthreatening to their targets.

    The children look normal, it is not possible to realize that they are cyborgs just by looking at them from the outside, they have their memories erased, and are treated as mere machines by those outside of the ?Sibling? groups and even by some handlers. However, these children have not lost their soul, their sense of compassion towards others and each other, and still possess the ability to enjoy things within their very sheltered existence.

    Once the Republic recognizes the Siblings, they begin their fieldwork, assassinations, infiltration, and generally taking down all who would oppose the Republic. Currently, the growing threat of the Confederacy of Independent Systems has been given primary focus, and the missions usually involve eliminating the far reaching effects of the Separatist loyal.




    This RPG will focus on both the missions of the Siblings as well as the relationships amongst the agents and the agent?s children. Whether abusive, respectful, loving, or familial, these relationships are built by the need to deal with the actions taken by the government. Who are the villains? Is this a corrupt agency?     ---Traits: Is a deeply caring and considerate individual. Although he may seem removed at times due to his reservations about the use of children by the RCWD as assassins, he rarely seems annoyed in conversation and likes to joke frequently. He is intelligent and possesses a knack for working in the Welfare Agency's field operations. Olin has no sympathy whatsoever when it comes to dealing with the CIS' terrorists.
    ---Likes: Order, Social interaction, The opposite sex, his job, excitement.
    ---Dislikes: Impatience, Ineptitude, the Confederacy, incompetence, and what he deems unwarranted cruelty.

    Biography
    ---Personal History: Olin was born into a proud middle-class family on Coruscant and was always willing to serve those in need. He was a bright man in school and never was at a loss for friends. Once out of school, he joined the Corellian Security Force to sate his want for action. After anti-crime operations had shown him the darker side of sentient nature, he left the force in search of other venues. During this time, Senn tended to veer toward humanitarian work and found a particular interest in aiding needy children. It was during the course of his volunteering at a Coruscant needy shelter that he was picked up by a rising Senate-sponsored organization, known as the Republic Welfare Agency.
    ---Agency History: Has recently been brought into the fold of the Agency, due to his combat background and his ventures with the needy. Knowing the agency uses the welfare aspect as a front, he is totally willing to work toward stopping enemies of the Republic. He has gone on several missions already, albeit without having been given a charge of his own to handle.
    ---Traumatic Experiences: The injuries sustained by his right arm are the result of burns received during a CIS terror attack while he was in the service of CorSec.

    ---Traits: Tends to be on the more introverted side. While she has no real memory of her past, feelings of emptiness and loss constantly plague her. Because of this, she can sometimes get distracted easily, becomes sad, and tends to cling on to those she becomes relatively close with to establish a sense of belonging. Due to the somewhat emotionally unstable state, Zakiah is slightly slower to develop the emotional mindset needed for her job.
    ---Likes: Forming relationships with people, sniping, observing people?s actions and interactions with others, learning
    ---Dislikes: The unknown, being left out, overly belligerent people, being classified as a machine

    ---Personal History: From the outside, Zakiah?s early life would have appeared ideal. She lived comfortably with her parents on Thyferra until she was six, when her father caught his wife in bed with another man. In his rage, he murdered them both on the spot right in front on Zakiah, who had been awakened by the commotion. Her father then took her with him to Coruscant to start anew. He fell into a bad crowd trying to find work in the undercity, and after one too many slip-ups, he was ambushed while bringing Zakiah home. The thugs brutally killed him, and left a wounded Zakiah for dead on the street. She was eight years old at the time. This was when she was found, and since then has no recollection of this past.
    ---Traumatic Experiences/Reason In Terminal Condition: The murders of both her mother in father at different point in her life, and when she was left for dead, injured in the Coruscant undercity.

    ---Traits: Lilliathen is a very quiet, shy girl who tends to keep to herself, but is generally friendly. She has a fear of confrontation, and so avoids angering or arguing with others, even when she does not agree with them. Another result of this is that she is very submissive, and will usually obey orders without question.
    ---Likes: Friendly people, drawing, reading
    ---Dislikes: Arguing with others, getting yelled at, violent people.
    ---Habits: Lilliathen feels like she should be doing something at all times, and gets nervous and agitated when bored, often wandering around aimlessly. To keep herself amused, she likes to read or draw.

    ---Skin Color: Caucasian, and is a bit on the pale side.

    Biography
    ---Personal History: Lilliathen DeLaine was the second daughter born to Aargauan Senator Fierus DeLaine and his wife. However, Lady DeLaine died giving birth to Lilliathen, and the Senator was devastated. He blamed his daughter for the death of her mother, and never built a strong relationship with her. He often ignored Lilliathen, favoring her elder sister over her, and when he did pay any attention to her, it was usually only to yell at her for some minor infraction that most parents would have dismissed. Sometimes he even yelled at her for things she had not done, or had nothing to do with.
    This continued for years, but came to an abrupt end three years ago, when an assassin planted an explosive on the Senator?s private shuttle, which detonated while he and his daughters were en route back to their Coruscant apartment from a Senate session. Both Senator DeLaine and his elder daughter were killed, and Lilliathen was found unconscious and near death by the RWA. She was covered in burns of varying degrees, had a scull fracture and a severe concussion, and her left arm and both legs were broken in several places, not too mention countless cuts from the shuttle?s debris. A particularly large piece of jagged metal struck her in the face, cutting her eyes. RWCD surgeons had to perform several surgeries to save her eyes, and she still would have been completely blind if not for permanent contact lenses in her eyes, which have altered the color of her eyes. Of course, between the memory wipe and the traumatic amnesia she suffered, Lilliathen has no memory of any of this.
    ---Traumatic Experiences/Reason In Terminal Condition: Her father?s verbal and emotional abuse of her while growing up; the assassination of her father, which she herself barely survived.

    I will not be creating a handler for Lilliathen, so if anyone else wants to be her handler, feel free.
