If he didn't do it someone else would have. Even if he didn't all the jedi on Geonosis would have been killed (almost all of the great ones.) Jar-Jar gets enough hate. Let's not blame this on him.

Jar Jar only suggested it. The rest of the senate had to agree to it. Like others have said: if it wasn't him, it would have been someone else. I highly doubt it would have been Bail, though.

In the AOTC novelization - Bail said (in conversation with another Senator) that he would have proposed it - if he had thought they would have accepted it from him - but that they wouldn't have listed to him or that Senator - they've been "hawks" warning about the Separatists, and the need for an army to counter them, for far too long already - what the Senate needs to convince them, is for a "dove" to make a U-turn.

Though not a militarist, it was expected he would vote in favor of creating an army to defend the Republic. In 22 BBY, when it became clear that the Separatists had no interest in negotiations, Organa advocated quick action but realized that the Senate would not approve using the clonearmy found on Kamino. Organa thus voted for granting Palpatine emergency powers.

I see why some people think it's all Jar Jar's fault...but it's really not. He did not know what Palpatine was planning. If it wasn't Jar Jar someone else in the Senate would have done the exact same thing. So we really cannot blame everything on Jar Jar.

Like others have said, if Jar Jar didn't call for the vote, some someone else would have done so. The war was going to happen no matter what.
