Junta 2: Welcome back to La Republica de los Bananas! -- game in progress

Welcome to Junta, El Presidente! Your and your most noble fellow conspira...I mean cabinet members, will be playing out the days, months, and years in the life of a typical banana republic dictator (and assorted ruling families)!

With a minimum of four players and a maximum of twelve, the game shall begin once the signup list has been completed (or reached a suitable point for starting). Each player shall then private message the host with the name of one of their fellow players (not themselves). The player with the highest number of these votes will be declared the first El Presidente! The first phase will then begin, as detailed further on in this post. The game will continuously cycle through these phases until the Foreign Aid Deck has been exhausted! After which, the player with the largest amount of pesos in their Swiss Bank Account will be declared the victor!

For convenience, a list of the cabinet positions and their various powers has been composed below, for quick and easy reference. Further details will be explained in the phase description as the need arises.

El Presidente: Controls the Palace Guard (4 units). Proposes the budget. Assigns the cabinet positions. May seize inactive cabinet positions through his Brother-in-Law.
Minister of Internal Security: Controls the Police (4 units). Has one free assassination per round. Can force the passage of the budget. Can freely assassinate returning Exiles. Has 1 vote.
First General: Controls the 1st Army Brigade (6 units). Has 1 vote.
Second General: Controls the 2nd Army Brigade (6 units). Has 1 vote.
Third General: Controls the 3rd Army Brigade (6 units). Has 1 vote.
Bishop: Controls the Missionaries (4 units). May draw one money card for every player killed for funeral fees. Is considered to have "Church" Influence without needing the card. Has 2 votes.
Minister of Foreign Affairs: Controls the American Commandos (2 units). Can safely return players from Exile. Has 1 vote.
Minister of Welfare: Controls the Escort Girls (2 units). May pickpocket the wallets of players at their Mistress or the Nightclub. Has 4 votes.
Minister of Science: Controls the Military Chemists (4 units). May create a toxic spillage during a coup. Is considered to have "Academia" Influence without needing the card. Has 1 vote.
Minister of Export & Import: Controls the Drug Gangs (5 units). Controls the Sniper (1 unit). Has 1 vote.
Admiral: Controls the Gunboat (1 unit). Controls the Marines (1 unit). Has 1 vote.
Air Force Commander: Controls the Air Strike (1 unit). Controls the Paratroopers (1 unit). Has 1 vote.

Phase 1

Each player draws 2 cards, but may not draw additional cards if their hand is already sized 6 cards or greater. At maximum hand size, a player may choose to pay 1 million pesos to draw an additional card. El Presidente will be given 8 checks from the Foreign Aid Deck, and will distribute these at will amongst his followers, who he may assign cabinet positions to as he chooses. El Presidente may reassign these offices at will, following only these rules; each family must have at least one position, El Presidente may hold no more than one position, and no family may control more than one General. When proposing the budget, the total amount distributed must not exceed the amount drawn, but any leftover after distribution will be entered directly into El Presidente's wallet! Note that it is possible for El Presidente to issue no money or otherwise miniscule amounts to a player or cabinet position, so long as the number does not exceed what was drawn, any distribution is permissable.

Once the offices have been announced and the budget proposed, the cabinet will then vote on whether to Pass or Fail the budget. Each cabinet member has a voting "base" according to the number of votes listed at the start of the p

And to divide up the money, I'd like to give each of you 2.5 million pesos.

 

El Presidentessa's assigned cabinet now has up to 24 hours to post their votes on whether to Pass or Fail the proposed budget.

Phase 2 is over, and a Coup is impossible to declare at this time. The game now returns to Phase 1: cards are being sent out, and El Presidentessa will soon post the next budget and any changes that will be made to the cabinet structure.

 

Well, everyone seems to be happy with the cabinet positions. I like being fair and even, but since my minister of foreign affairs didn't vote, you guys get some of her money
