just wondering - comp program

has anyone tried to make an interactive star wars ccg card game program? one that maybe totals force generated for you, totals power, and automatically moves cards from force pile to used pile for deploying. is this illegal or anything? if so, i wonder how i would start on making one. i'd be interested in helping too, if someone wanted to create one. however, i have little to no experience programming.
