Murder is only for those who lack imagination or are under time constraints. Wholesale manipulation of people and events is so much more useful, in the long run. What's the fun of a dead Jedi when you can have a Jedi who works FOR you, instead? Train up a core of Jedi-breakers and set them loose to make yourself an army. Now, that's efficiency.
