    Try some of these:

Give them lots of good activities that are fun.

    Make costumes together.

    Make the FF forum fun.

Play role playing games, or trading card games. (if you're into that)

    Go see movies together.

    Have fun!!!

(also, check out some of the other threads in this forum.... there's good info there, and more to come!!!)

Also, could you give us some info on what the problem is in your area? Getting them together, or just getting them to post? All of the above?

I'm a big advocate of putting your club in your signature or using the logo to promote your group outside your forum.

If you haven't already, you might want to post flyers at comic and book stores. Also, I see there is an upcoming con in your area, have someone print up some flyers (even small, basic ones can be effective) and have someone dump a pile on the ever present flyer tables.

    Good Luck.

Spying in other forums is always good! You get to see what other FFs are doing.

Flyers and promos outside the net help out a lot too.

Holding public activities, with lots of promotions is also nice.
