Since you asked for help... Layers are a good start, but a couple of ideas at first glance... 1) Put a black background on a bottom layer and work with the layers on 'lighten' (it'll be in the layers palette in the drop-down menu that starts with normal); then overlay a gradient layer on 'darken' that fades to black at towards the top of the city layer. Then put the star layer on top of that. Also try different blending modes (the same drop-down menu) with the faces. 2) If you possibly can, get the faces at larger resolution. And use the 'extract' feature on them with a *very* small brush-- 3 pixels or so. Any larger and it probably won't look right. (try searching help for the extract feature and see what it says about it if you don't understand what I'm saying-- it looks like you might have used it on the heads already, though).
