OPP15 Sec For Non-VIP Users?

I was just making a post, and I happened to just look up. To my surprise, it said "Error: You cannot post more than 1 message per 15 seconds."

What's the deal with this?

I don't think so.

If you try to post within the first 15 seconds, you will get that error regardless of your user level.

If you try to post between 15 and 60 seconds, you will get the OPPM error if you are a regular user, and your post will go through if you are a VIP, Moderator, Manager, or Administrator.

 

What happened?

Oh, I see. That explains it. I guess I've never tried to make two posts within the first 15 minutes of each other.

VIP Bib!!! Moleman has spoken. I didn't even know this glitch could happen. I'm lucky to do OPP2-5 minutes.
