OT/Episode 1 Confusion

In The OT Obi-Wan Says To Luke, 'When I Met Your Father He Was Already A Great Piolot, And I Was Amazed How Strongly The Force Was With Him, I Took It Upon Myself To Train Him As A Jedi. I Thought I Could Instruct Him Aswell As Master Yoda, I Was Wrong'. Or Something Along Those Lines.
Umless I'm Very Much Mistaken Isn't It Qui-Gon Who Does All That??

Obi-Wan was amazed, at least about Anakin's midichlorian count. "Over Twenty Thousand!!? Even Master Yoda doesn't have a midichlorian count that high!"

Obi-Wan took it upon himself to train him - after Qui-Gon died. He promised and would have gone through with it even without the council's approval.
