    The logic is this:

If Padme does marry Bail Organa, then Leia would never have any "mother" in her life other than Padme. So when she speaks to Luke of her mother, it could only be Padme.

We know that Leia will come to see Bail as her father. Maybe she will really believe he is her biological father. So she must consider Bail's wife to be her mother.

On the other hand...I forgot that maybe Luke said "your real mother..." If that's the case, then she knows she's adopted and she's speaking of her real mother.

Here's the dialogue from ROTJ. :)

LUKE: Leia... do you remember your mother? Your real mother?

LEIA: Just a little bit. She died when I was very young.

    LUKE: What do you remember?

    LEIA: Just...images, really. Feelings.

    LUKE: Tell me.

LEIA: (a little surprised at his insistence) She was very beautiful. Kind, but...sad. (looks up) Why are you asking me all this?

    He looks away.

LUKE: I have no memory of my mother. I never knew her.

I suppose Luke's use of the phrase "your real mother" is probably to distinguish Padme from Leia's adoptive mother (presumably Bail's wife). But I still think it's pretty clear that Leia's talking about Padme here.
