Dead Padme was made to look pregnant to perpetuate the assumed death of the offspring.

No doubt Sidious knew Anakin had offspring, but not that they were born. Sidious sensed Anakin's feelings prior to revealing himself as the Sith Lord to Anakin. Knowing Anakin's fears and that it stemmed of the death of Padme at childbirth, Palpatine pushed his agenda of saving those who are suffering all the more.

The plan was to make Padme look as if she died pregnant, so, just toss some old t-shirts under her funeral dress and your set!

Lucas told Jackson that Jedi can have sex, so I would assume that if it happened, the Jedi in question wouldn't get into trouble. So long as he's not attached to the mother and child, he'll be allowed to stay. Just probably not train the child. A female Jedi would probably be assigned to the Temple as an instructor until child birth. Then after the recovery period, they'd go back out in the feild. Then it's just like with the males.

 

I have a question.

If Palpatine knew Padme was pregnant and that her death would bring her over to the dark side why didn't he take actions to end her life sooner if he was aware the kids would be a treat to him?

 

Merely killing Padme won't do it. Palpatine has to seduce Anakin to the Dark Side. He has to give Anakin a reason to embrace the Dark Side and betray the Jedi Order. To do that, he spent years tempting Anakin with the forebidden knowledge. Once Anakin told him about his mother, Palpatine knew he had his bait to draw Anakin over. He thought it would come with Obi-wan, but it didn't. So instead he picked up on Anakin's thoughts about Padme's possible death and used it to seduce him.

 

Palpatine needed perected timing. It seems that when Anakin started having dreams about Padme's death is when Palpatine put the final stages of his plan into motion.

He then appointed Anakin to the Jedi Council knowing they would not grant him the rank of Master.

Having Anakin upset with the Council is when Palpatine started saying that the Jedi were bad and trying to take over.

He then revealed himself as a Sith, told Anakin he knew about his dreams and that he could help save Padme.
