I heard once that having them 'over' is typically male for reasons of practicality or something.

Over is the only correct way.

 

It could be either depending on how I put the roll on the thing.

always has to be over - under means you pull and get a single piece of loo roll - what ******* use is one piece ?

 

Over is the ounly acceptable way to roull your toilet paper (which is the courrect name).
