1 scene. You could have replaced Lama Su and Taun We with a droid with literally none of the story lost. Actually Watto is the only PT character that i could see actually having a place in the ST.

It does not have to be a living character or a force ghost we see. One way of linking to a PT character would be through a media device (eg: a holocron).
I think it would be a way of tying PT to ST as a Family Saga (perhaps a clip of Anakin and Padme together - the cut scenes from AOTC had wall holograms of Padme's life). Something simple but draws in the new characters to their predecessors.

 

Obi and Yoda snuck off to hide in Episode 3.
If the story needed it, it would be easy to have another Jedi who went into hiding for 60 years. A Padawan who stepped out of Jedi class to go get a thickshake at Maccas and was missed by Anakin.

Well his first live action appearance was in the OT. When I think of PT characters I think of characters that we first saw in the PT..
