Does anyone know if there is and/or how to get in touch with a local "Imperial Garrison", you know storm trooper cosplay and such? Thanks.

hmm not to sure on that, but this is their website. it has all the members listed in it, most with e-mail. so it might work.

The best thing to do is e-mail one of the troopers. I wouldn't call it cosplay though. That is a term for anime costuming and such. And it involves a slightly different frame of mind than trooping does.
