Mr. E. Reed, told the story about this piece on the Astromech Collection forums:

"The details so far are that this dome is the ANH Kenny Baker dome that was stolen after filming of episode 1 phantom menace...It was never returned to the archives after filming... the body is a fiberglass pull from an ESB body... it's visually pretty much identical to the one that ILM made for episode 1, but it's not carbon fiber like that one was... the legs are definitely ESB... feet look like they are scratch built and not entirely "screen accurate." the dome is screen used and it's at least the second time they've tried to sell it at auction.

It's reportedly owned by the guy that runs Elstree Props. He's had it for years... Not sure how he ended up with it. But it wasn't officially given away, sold or donated and It was supposed to be returned to the archive after filming wrapped on Episode 1, but it never made it back... LFL was made aware of its location years ago and I believe one auction was cancelled due to LFL's inquiry of said dome. it will most likely sell, and disappear again into someone's private collection."
