Every time a new bad guy is introduced he needs to seem powerful and unstoppable, other in-universe established facts aren't considered in that dumb cartoon.

Why is his name Opress Savage in the title but is Savage Opress in the message?

Says you in jest... but with Dave the Rave heading up Rebs, it's entirely possible. Whoever was flying the MF in that scene, it sure wasn't Han.

    Wrong.
    Wrong.
    And wrong.

The real reason, which others have touched on but not been explained it detail, is that Savage Opress has very primitive (read: limited) control of his Force-powers, but also has a crazy amount of Force potential that he's been physically altered by the Nightsisters to have. In Witches of the Mist he has a couple blunt attacks on Obi-Wan and Anakin that knock them down (and a nice Force-burst against droids too), but he also fails to pass Dooku's Force-ability tests and is barely able to to knock the Jedi's ship off the ledge on Toydaria.

If he could continuously wield the Force that powerfully, he wouldn't have kept fleeing from the Jedi every time he knocked them down, he'd have finished them off. But he kept fleeing because he did not have reliable enough control of the Force for a full confrontation. It wouldn't make sense for him to keep fleeing if he was powerful enough to keep up that level of Force power.

In his first assault on Jedi, he cleaved through ranks of clones like nobody's business, and then slaughtered a Jedi Master and his Padawan in a matter of seconds. While wielding his giant halberd thing too, not a lightsaber.

After that his abilities seemed to wane a bit. Villain Decay set in. But in that first encounter, he was an unstoppable juggernaut.

True, but the difference there is he was using brute strength only in Monster, the examples in Witches of the Mist are mostly of him using the Force.

Dark Side training is faster than Light Side teachings. The thing with Force training isn't necessarily learning how to use it, but how to control it, which takes patience and time — instilling morals and compassion in each Padawan youngling is another thing that's taught during Jedi training and another reason why it takes time. That being said, Savage didn't need to have either. But since the dark side is quicker and he was that Force gifted, he needed only to channel his anger to make himself a worthy adversary against any Jedi — That, and the fact the Nightsisters gave him incredible strength to couple his latent Force abilities; not to mention his warrior training he already received as a Nightbrother.

The guy wasn't just some dude they chose. He was already a trained warrior. In fact, Anakin and Obi-Wan had trouble fighting members of his tribe, too.

The short version : the Nightsister ritual made him into both a physical and Force power-house. The first part is what enables him to make people fly by hitting them, the second part is what enables him to get out of desperate situation through short bursts of colossal power (it was almost a theme in the trilogy that introduced him : Ventress, Dooku and Savage all did it at some point).
As for your specific question, Savage isn't really well-trained, but he's still a fighter from birth with a rather strong survival instinct. The conditions Anakin and Obi-Wan fought him in weren't ideal, too : a narrow corridor in which he took almost all the space, no way to flank him or anything... and when they finally get out, they're distracted by the droïds before he makes his escape.

What cracks me up is the one line where a bounty hunter mispronounces his name in the cantina. "Whose this Savage Oppress?" I laugh every time I hear it.

Upps, have to watch it in English next time. In the German version the bountyhunter speaks it as I would speak it in English anyway and all the other persons in this episodes about him speak Savage in the French way, which appears to me a bit to well-mannered and fine-delicate than really to fit his personality.

Actually the "Witches of the mist" is my favorite episode in the clone wars, because I couldn't stop laughter while watching Savage speeding up to the palace of Katuunko, just pushing to death the guards and "opening" the door with his double-light-saber in a tremendous high-speed. Without any talking he goes ahead in snatching the Toydarina King, throwing him over his shoulder like a bunch of wood or something like that in the mood for leaving the scene. (Why asking the guards to open the door or much idle talk with the king when things could be done without any chatting even in a more efficient and quick way? [face_laugh]) If not the two Jedi would show up messing up his plans by attacking him. It was so funny when he wanted the King to stay in the air by his force-grip and only when he had to deal with the Jedi, he realized that the Toydarian is able to fly and he had to bring him down force-wielding-like by what Katuunko finally died. I think Savage really wanted to comply to Dookus order to bring him alive but the set with the two Jedi in the palace turned out to be to complicated for poor Savage to handle it as it should have been done. And then Savage just lost control.

When he then is pushing the Jedi aside so quickly and you see him from the frog perspective standing high above on this flying platform with his light-saber up in his hands and the giant horn-crown on his head, while kicking the Jedi hands off his platform - he became his own personal Statue of Liberty indeed - a wonderful picture :D

Then rushing to his spaceship messing up en passant force-wielding the Jedi-Spaceship in one second, while pulling the dead king behind him. (Why making to much effort in putting him on his shoulder when he is dead already? - another example of typical Savage brute efficiency [face_laugh] ) Then when he let slip the corpse of the king over the long neat floor in Serenno head-quarter till it finally nearly hit the feet of Dooku - and well-bred cultivated Dooku burst out in anger and disgust. And I just couldn't stop laughing out a palooza because all that was done so quickly and easy and fast-motion-like by strong Savage. Simply marvellous![:D]

I also remember the scene in "Lawless" when Savage just snatch the Mandalorian Duchess Satine Kryze to put her on his shoulder to bring her back to the Palace after her escape with Obi-Wan failed. I guess poor Satine imagined her future rather to be in the arms of Obi-Wan instead ending up on the giant shoulders of Savage Opress.

Savage Opress was jacked up on darkside Nightsister magik, that was the plot device for him, he was like a hot air balloon full of magikmist, if popped or beaten lost all air and was back to normal. He was deflating each time he lost a limb or became over exhausted(actually the whole green see-able gas/air stuff reminded me of that 1990's movie "Witches" or Bane from Batman the animated series or Batman and Robin). He did in fact lift the stones under force lightning(presumably Maul under went similar torture tests as but forgot about them in "Lawless" if we believe that episode minus the plot devise) how he sustained hours, days and months of Sith abuse and not lose his green gas, no idea. We have to assume Opress trained with Dooku for months not seconds or minutes as we see in the episode and the writers should've added some months in text or dialogue. With no Sith training and this "brute animal" skill managed to kill CW created Jedi master and his padawan and many droids and clones, basically no name jedi however Opress by the time he faced Kenobi and Skywalker it was cemented he had Starkiller like abilities and it was no fluke. Opress killed this king, this angered Dooku who considered it a personal insult of a failure (no idea why) so he bombard Opress with high voltage lightning to kill him. Opress was taking massive amounts of abuse by Dooku and Ventress' verbal abuse didnt help her cause so he broke free of the lightning's pain and Nightsister brainwash and force choked the hell out've the both of them and then went on his lightsaber fury mode with Dooku and Ventress barely able to contend with. Once Maul shows up, Savage is severly depowered as shown that he is easily overcame by Maul onboard the ship with little effort on Maul's part.

I would presume Maul would've prepared Savage and himself for that matter, on how to destroy Sith(Sidious and Dooku) and overcome force lightning which is their main weapon which apparently neither one of them could do on the show. Maul was trained since childhood and yet Dooku was a master of force lightning with only 12 years of Sith training, give me a break. Certainly Maul would've known the trick of using your lightsaber to parry force lightning that even the Jedi knew. Maul and Opress had near 0 force ability when facing Sidious who had the same over powering Savage had. Maybe there is Force steroids Sidious drinks like a force viagra and who knows what Talzin puts in that drink she always serves.

The battle with Mighella, Maul was indifferent to the pain of the force lightning, Sidious and Dooku torture Maul with lightning on Stygeon where he no longer pleas like a baby as seen in "Lawless" and is once again indifferent and laughing in their faces.

As other said, its basically plot convenience and well, the writers. I dont like when they do this, but its there show and they do not care much I guess. Opress though was a disposable character which Feloni says was made official by them acknowledging in show during Opress' final words to Maul in "Lawless".

I'm curious as to how Maul would have returned if they knew from the beginning that they were going to bring him back.
