'-ough' is the most schizophrenic group of letters in English. It has at least 6 different pronunciations. As in:

Cough (off)
Tough (uff)
Through (oo)
Though (oh)
Plough (ow)
Hiccough (up)

In British English, 'ought' adds a 7th pronunciation and 'burough' an 8th.
