The phrase "without notice or reason" has been altered to state "without notice should the administration deem it necessary". Now, this is not to say that we won't warn or notify users of potential administrative actions, as we should always strive to do so if we have the time to do so... this is more to clear up the issue of the "no reason" confusion. Moderators should/will always have a reason for banning. This clause was intended to include bannings for reasons not specifically listed on the TOS, as those situations do occasionally arise, but we do need to reserve the right to ban someone, despite the fact that the specific action may not be mentioned in the TOS. It's simply a safety-net, in case we missed anything, and need to act. I hope this clears it up.
