I would say we'll most definitely have some happy senators when Palpatine declares himself Emperor. After all, they don't have to be bothered with debating or passing laws anymore, just putting a stamp of approval on the occasional Imperial decision while living a life of luxury on the capital world.

I think in RotS the Senator's were actually the happiest. They certainly aren't in ANH, barely in TPM and only once in AotC. But by RotS, man were they happy.

This is a thread I have not seen in a long time. A long time.

 

I think there is a Happy Senators' Theme in RotS. The cues "Another Happy Landing" (the scene where the shuttle lands at the Senate), "Going to Utapau" (when Obi-Wan arrives at Utapau and confers with Tion Medon), and "Moving Things Along" (when the Tantive IV heads for the Senate, or "Enter Lord Vader" 2:14-2:21) all reflect this theme.
