Halla was a charletan, which was explained in the book.

As you'll see, this isn't the *only* thing ignored by the author of TTT...

There were plenty of other Force-sensitive people in the Galaxy, they were mostly either:
    a) young enough that their talent hadn't been uncovered yet.
    b) Jedi or other Force users who were in hiding for whatever reason
    c) Various Jedi, Dark Jedi, Fallen Jedi, and other Force users running around that no one had caught up with.
For example, prior to TTT, Luke had already come across: people from Marvel comics, Tash and Zak Arranda, the Witches of Dathomir, Kyle Katarn, Corran Horn, and others.

the fact that even other authors didn't consider reading it at first.

What fact would that be?
