Yeah, I mean you got a point. They also could be filming it on a solid surface(like rock terrain). They would only have to make a lower portion of the leg.
All Terrain would include sand dunes. Or maybe this is how they will roll Carrie Fisher from set to set.

Therefore, the only logical conclusion is Giant Size Palpatine Zombie Sitting In His Very Big Chair is the antagonist of the ST. He starts his way on Tatooine and slowly swivels his way throughout the galaxy.
