Don't know who came up with these. I'd bet it was some USAF Space Command admin troop with too much time on his hands. Those guys spend all their time sitting at their desks writing medal recommendations for each other while the maintainers and crews do all the real work and don't get any credit for it. Bet you can guess how I know that.
