Nope, they were pure Twi'leks. Lawquane adopted them. He was with his wife for only couple of months, a year maximum, when we saw him in TCW.

 

Pablo confirmed on twitter that while they were only adopted by cut, they were in fact Twi'lek/Human hybrids.
