"Water" is H2O, and H2O has three different states, one of which is "wet".

Just because the solid state of water is colloquialy referred to as "ice", doesn't mean that it isn't H2O any more. Thus, water is not necessarily wet.

Ah yes my learned friend, but we are not talking about the technical definition here. I know that H2O can be wet as well as dry depending on it's form. However what we are saying is that "Water is wet" and "Ice is not so wet". Yes they are both chemically the same, but the terms are different.
