SWC Galactic Republic Senate Game Session 2: Feb-May 2006

    Alright; the second official senate session based on a democratic constitution will take place from February through May 2006. The January "break" has been a good one. The discussion thread participants decided democratically to start over with a brand new roster.

    Strilo, our patron moderator, has appointed me to the task of presiding over the first Supreme Chancellor election of the new session. The election will take place per the constitution but with two slight additions: we will spend the days leading up to the election to come up with a standard questionaire for aspiring candidates for the office of Supreme Chancellor and on day two and three senators may ask questions and candidates may debate.

    For the first order of business of our new Supreme Chancellor I would like to ammend this constitution to include appropriate date information under rule 8. But we will get to that soon enough!

    First, this is the schedule we will be using until we have an elected Supreme Chancellor:

    1.20 - 1.27: Add to candidate questionaire.

    1.22 - We begin an entirely new roster. Planet's are first come first serve.

    1.28 - Nomination Day. Each senator may post an endorsement for a candidate for SC (not him/herself).

    1.29 - Campaign Day. Each senator with at least two nominations/endorsements are considered candidates. I will send each of them the questionaire and ask them to post their campaign speech which should include answers to those questions; otherwise they should back out of the race. Other senators may ask follow up questions. Candidates should answer the answers of their constituants.

    1.30 - Voting Day. Polls open. Senators (but not candidates) send their votes to me in a PM at any time up until midnight. Senators may ask the candidates additional questions and candidates may engage in debate throughout the day.

    1.31 - Appointments and Transition Day. I wll post the # votes for each candidate and declare winner. The winner will declare appointments to VC and SotH. Winner will post a "State of the Republic" post to describe what's going on in their universe and will outline the first scenario requiring the senate's discussion.

    Ammended Constitution of the Galactic Republic Senate, date 10.19.05

    Rule 1. This Senate Game is a democracy. Each senator in the Galactic Senate (GC) has one vote, which they can use to elect, to make regular motions, to make constitutional amendments, and to remove an elected officer from office. (Note: the acting Supreme Chancellor votes only in the case of a tie, see Rule 3 below)

    For votes to elect, the senator with the most votes is elected. For votes to make constitutional amendments (that is to make changes to these rules) and to remove an officer from office in a "vote of no confidence," a 2/3rds (also called super) majority of the voting senators is required to pass the motion. For votes on the senate's regular business, that is for other procedural matters and for motions to make "virtual" senate decisions, simple majority (more than half of the voting senators) passes the motion in question.

    All officers recognize that their power comes from the senators and can be taken away if they don't keep the majority happy.

    Rule 2. Anyone can play this game and become a senator in the Galactic Senate. They simply need to repost in the thread the senator list, adding his/her JC username and the name of a planet not already represented.

    One person plays one role in this game, so multiple user IDs (socks) or the equivalent may not be used to give one person multiple senate seats; users suspected of doing so will be reported to the SWC mods, who will consider such actions to be cheating in the game and subject to terms set by those mods. Said terms may include permanent removal from the game.

    Our discussion right now (and until the election that starts on Saturday, the 28th of January) is what questions to include in our questionaire for the candidates during the election. This is what we have thus far (please read the constitution before you ask any questions).

    1. The Supreme Chancellor's position is that of "gamemaster;" that is, the Supreme Chancellor decides the setting, time period, and the scenarios requiring the senate's attention; what can you tell us about the kind of setting, time period and scenarios you envision?

    2. The Supreme Chancellor's position is that of "chairbeing;" that is, the Supreme Chancellor keeps things fair; given the constitutions constraints, what can you tell us about your approach to keeping order and fairness during your term?

    3. The Supreme Chancellor's position is that of "host;" that is, the Supreme Chancellor keeps things fun and listens to the needs of the players; what can you tell us about your approach to answering the needs and concerns of the players?

    4. Will we see repercussions of the motions and bills that we make as a Senate body in game?

    5. How will you incorporate (or not incorporate) the Jedi and the Sith into your scenarios?

    (I personally believe that Nar Shaddaa, being our moon, should be under Nal Hutta's control, but that will be decided later I suppose.)

    We have a new question added; how do people like the wording of question 6?

    3. The Supreme Chancellor's position is that of "host;" that is, the Supreme Chancellor keeps things fun and listens to the needs of the players; what can you tell us about your approach to answering the needs and concerns of the players?

    4. Will we see repercussions of the motions and bills that we make as a Senate body in game?

    5. How will you incorporate (or not incorporate) the Jedi and the Sith into your scenarios?

    6. As SC, what will you be handling personally and what will you be allowing others to do?

    I think 6 is an okay question however I am unsure of what the person proposing it is really wanting to know. Do they want to know if they can contribute events such as a planet crisis? That is just my two cents. It is definitly vague enough any true politician should be able to come up with something to say and sidestep the intent of the question. :)

    7. As SC, what role(s) would political parties and political groups play? Would you try to incorporate them, or try to block them? Would you like to start a precident for the session by allowing the formation of standing political organizations?

    I proposed Q6, and as usual, I was vauge. For example, if the Speaker of the House is not present for the PMing of the senate, and the VC is not either, will the SC PM everyone, or have a Senator do so?

    The presiding officer would ask that senator Commander5052 please explain what he/she/it means by "let's get thing started!"??

    Assuming you meant "let's get things started," what thing do you wish to start? The only matter of discussion until the election that starts on 1.28 is what questions will be on the questionaire which has already begun...
