    STAR WARS SENATE GAME
    NOVA


    Nova: a star is about to collapse in the The Vorc sector with catastrophic effects. Whole polulations, industry and trade routes are compromised. The peoples along the Celanon Spur will be devastated within the next two years. All life will be snuffed out and scientist’s expect Junction 5 and it’s moon Delaluna will suffer total devastation. Refugees, fleeing the nova star fallout and other desperate situations on their own home worlds have started to spread throughout the galaxy in a great diaspora. Unfortunately only the rich have successfully made the transition. It is the galactic fabric that will be tested, the senate needs viable planets willing (and some unwilling) to take refugees in and help them get back on their feet, integrate them into their society for permanent inclusion. Will a planet prosper by this, what concessions should be made? These men, women and children, lacking the most basic of needs, often find themselves preyed upon by criminals, slavers and others willing to take advantage of their situation. Whole populations exceeding 100 million need to move or face death that will surely come. Short term profits of extraction and plundering the effected worlds resources will surely tempt systems to invest in the relocation of several million peoples but will it be enough? Or will it be the criminal syndicates or the Hutts that offer the most tempting offer of life for the desperate?

    In the Senate, the representatives of these various worlds now vie to ensure their own constituent's needs are met. The Galaxy has been torn asunder, and while the damage caused by previous squabbling was great, reconstruction and growth has slowly won out. Unfortunately criminal elements have taken advantage of the power vacuum and cemented their profit margins in a semi legitimate fashion. More white collar crime by these organizations have surfaced, their profit margins are increasing tenfold. Not every system is willing to spend their taxes to help fight crime outside of their backyard, thus their less fortunate "allies" that have been gripped by corruption and scandal. Sadly corruption is not relegated to poorer worlds alone.
    The problems facing the Senate are many. Can the squabbling delegates maintain the peace? Will rougue systems offer a viable alternative? Can planets appease their own constituents while also providing for the needs of those displaced by the current crisis? Can worlds promote galactic welfare and justice without helping those less fortunate? Only time will tell.

    Welcome to the SWC Galactic Senate Game. Post two will contain the Constitution of the Senate. If you have questions about the game, please read through the constitution, or contact the forum moderators: Sinrebirth, Bazinga’d or Bardan_Jusik. The third post will be a placeholder to keep the roster of the game. It will be edited in the future to show the updated roster (probably monthly) along with the current Chief of State, Vice Chief of State and Speaker of the House.

    SWC Senate Constitution:

    Rule 1: Eligibility to participate.

    This game is open to all members of the Jedi Council Forums. Players may join and leave at any time. To join the game, a player needs only add themselves to the official game roster, and indicate on that roster which planet they wish to represent. A player may leave the game by removing themselves from the roster. A player may be removed from the game for violating the ToS or the forum rules at the discretion of the forum moderators, Sinrebirth. A player may also be removed from the game by the Vice Chief of State (see rule 2, Officers below) after the player has been inactive for a period of 14 consecutive days without giving prior notice of an absence.

    Rule 2: Officers

    There shall be three official officers of this game. The Chief of State, the Vice Chief of State, and the Speaker of the House. The job of the Chief of State is to manage the game. The CoS will introduce scenarios that fit into the timeline, report how bills that passed/failed/were deliberated/etc affect the galaxy as a whole, recognize or deny motions, and attempt to keep the game fun for all members. The CoS will receive red-only VIPship and title for the month(s) they are elected.

    The job of the Vice Chief of State is to care for the records of the game. The VCoS will be the official record keeper of the Roster, and should post it in thread at least once every week. The VCoS will also be charged with recording the results of all motions and votes in the game. The VCoS is also charged with running the election of Chief of State in the following month, unless a conflict of interest is present (see Rule 3: Elections, below) In the event of an absence of the Chief of State, the VCoS will act as Chief of State. This will occur if the Supreme Chancellor announces he will be away for a set period of time, or if the Chief of State is inactive for a period of at least one week without notice. In the latter case, the VCoS is also obligated to PM the forum mods and notify them of the absence of the Chief of State. The VCoS is also charged with ensuring that a Quorum is met for each vote (See Rule 5.1 below)

    The job of the Speaker of the House is to facilitate communication. The SoH will be responsible for PMing all senators one week, and two days prior to the election of a new Chief of State, as well as PMing all senators for topics of great interest, as requested and designated by the Chief of State.

    No other official offices exist in this game, although the Chief of State may create unofficial offices (head of xyz committee, head of xyz political party, etc) to facilitate the scenarios being discussed.

    Rule 3: Elections

    Only the office of the CoS will be up for a vote. The offices of VCoS and Speaker to be filled by appointment upon the election of the CoS. Elections are to occur on the first of the month with the three days previous to that dedicated to election proceedings. Day one is to be dedicated to nominations. Any Senator may be nominated (subject to term limits) by another, a second to that nomination is required to place the Senator on the official ballot. A Senator may not nominate or second themselves.

    Day two will be dedicated to campaigning by those Senators on the ballot. Other Senators may ask questions of the nominees at this time. Time will be allotted on day two for a moderated debate should the candidates desire.

    Days three will be election day. Votes will be PMed to the VCoS for tabulation, should the VCoS be a Candidate the Speaker will tabulate the votes. Should both the VCoS and the Speaker be nominated tabulation of votes will be conducted by a volunteer Senator who is not a nominee. A Senator may vote for themselves on Election day.

    Removing an officer: A vote of no confidence is allowed against a sitting CoS. As with any motion a second is required to move forward. Once recognized a 2/3 majority is required for the No confidence vote to succeed. The moderators of the SWC forum must then approve of the vote of no confidence. Upon passage the VcoS will take on the roll of CoS and may form a new government.

    Term limits. No Officer may hold the same post for more than two consecutive terms.

    Rule 4: Timeline and Canon Debates in this game

    The timeline for this game (i.e. which era it takes place in) will be decided by the opening post. All other Chiefs of State will live in that timeline and will have to live in a Republic that was impacted by the previous Chiefs of State, Senate votes, and repercussions that were made in-game.

    The only materials considered 100% canon for this game are the six films. All EU, novelizations, etc are not considered canon, but neither are they considered non-canon. Something is not true simply because the EU said, but some things may still be true, depending on how the members of the game wish to use it.

    Rule 5: Playing the Game

    All members of this game must represent a planet. Each planet may be represented by only one player. Planets are available on a first-come, first-serve basis. You may use any planet from the Star Wars universe, or you may make up your own planet. This gives the game an unlimited number of planets to use.

    The basis of the game is what happens on the Senate Floor. Thus, the game revolves around debating ideas, voting on bills, and finding solutions. The heart of the game is in voting.

    To introduce a bill to be voted upon, a member should formally announce “I move that we adopt” … and then follow that with the bill, movement, action, etc to be taken. If another member of the game feels that this deserves to be voted upon, that member should second the bill. Once a bill has been seconded, it must be recognized by the Chief of State before voting on it can begin. Any member can make a motion or second a motion, with the exception of the Chief of State.

    Once a vote has been recognized, it shall be voted on for a period. The bill will pass if a simply majority of those voting yes or no (or yay or nay or whatever variation is used) vote “yes”. The bill will fail if the majority is not reached. The Chief of State may veto any passed bill that is passed by less than a 2/3rds majority, but the Senate may overrule that veto with a 2/3rds majority vote.

    All introduced bills should be in response to the actions, inactions, situations, etc as presented by the Chief of State for consideration by the Senate. It is recommended that Senators talk with other Senators to find consensus before advancing with a bill, but it is not required.

    The passage (or non-passage) or bills, motions, etc will impact the game. The Chief of State will update you on the progress and events in the Republic as a response to the actions of the Senate. So, the way you vote on items will impact the game, so keep that in mind.

    Rule 5.1: Quorum

    In order for a vote to be valid a quorum of Senators must be reached. The required number of Senators for a Quorum will be 33% of the Active Senate. Active Senators will be those who have posted within the past two weeks. It is the duty of the VCoS to PM Senators who are no longer considered active. The Senator will then have a 72 hour grace period in which to respond and post in thread. Lack of response will result in a purge from the rolls of Active Senators.

    Rule 6: Meta-Motions

    Meta-Motions are those motions which deal with the running of the game. These would include constitutional changes, removal of officers, and other such cases. These are strictly forbidden to be done without the permission of the forum moderators.

    Rule 7: Socializing
    Chatter and socializing in-thread is allowed, provided it is on-topic, “in-character”, and at least somewhat game related. Hi/bye and socializing posts that do not deal with the game in any way are considered spamming and off-topic, and will be dealt with accordingly.

    Rule 8: Socks

    The use of socks (alternative accounts) to play this game to allow yourself multiple entries in the game is prohibited. Anyone caught doing so may be barred from the game completely and/or banned.

    Rule 9: Carryover of this game into other SWC threads

    Events, titles, political parties, etc. are confined to this game only. Playing this game in any other thread (including, but not limited to, the Cloud City Cantina, the New Galactic Empire and the Alliance to Preserve the Republic) is forbidden, and will be considered off-topic and spam. Likewise, carrying over ranks and conversations from other threads (including the New Jedi Trials, NGE, Rebel Alliance) is forbidden, and will be considered off-topic and spam.

    Rule 10: In-Thread Problems

    Any problems that arise in-thread (including members creating problems by proposing bills that have nothing to do with the scenario or otherwise detracting from the scenario put forth by the Supreme Chancellor) should be reported to the forum moderators.

    If there is a serious problem (flaming, profanity, etc), please contact any moderator online to help with the problem.

    Rule 11: Duration

    The SWC Senate game is an ongoing game which runs at the discretion of the SWC Moderators.

    Rule 12: Amendments

    Amendments to this constitution shall be done only under supervision and permission of the forum moderators. Suggested amendments will be considered on a case-by-case basis, and a system to implement them will be decided on by the forum moderators

    Welcome back senators from your recess. I hope your energy levels have been recharged and are not ready for the upcoming sessions. I wish to inform you of new and existing information in regards to the state of the Vorc sector. Governement scientists and scientists from across the universe confirm that life within the system will be nullified from ion blasts, radiation and gamma rays and bombardment of terristaial and outerterristorial mass bodies [rocks]. While the senate has been in recess many of the hutt clans, slavers and criminal elements have legally entered into trade and action negotiations with the Vorc sector governements of Junction 5 and it’s moon Delaluna. There is no iron clad agreement that I know that has been made yet. I encourage the good senators of this body to seek out delegates to enchant the Vorc sector governements to negotiate fair and resonable contracts for the wealth and security of the sector. The door must swing both ways senators.
    Muunilinst will attempt to negotiate mining rights on Delaluna and Juntion 5, with specific reference to hard metals. In exchange Muunilinst will provide refugge status to Miners and their families of up to 1 million peoples. They will be resettled on a planet of Muunilinst choosing and have equal oppurtunity to continue their aspirations of free galactic citizens. We will also provide training and job security with pay and housing for a period of 10 years to the regugees.
    I ask what will your government do for the Vorc sector?

    Naboo has minimal room for refugees, but we are willing to provide resources and potentially fund further development of Rori's surface. That will provide space for both refugees and the Naboo, without affecting the rather important ecosystem.

    Soon an important vote will be made concerning justice and law.
    I am wondering senators if your planets and this body wish to add to the hutts ,slavers and crime syndicates power and wealth? It seems that if no planet is to help the poor unfortunate souls found in the wake of the Nova devstation then the Hutts will profit by this. While slavery would not be an easy choice, I'm sure death would be more forgiving but the reality is that the Hutts offer sanctuary and we do not. Sentinents of the senate without your help you are effectively signing away 100 million peoples lives. Wars and disease rarely make up half that amount in a decade! Your planet or system can profit by this, dirt cheap prices and deals can be made as long as the humanitarian crisis can be contained. It is up to you!

    Along with a general relief bill, I believe an anti-Htt criminal bill should be attached to deal with the traficking in sentiet beings the Hutts are notorious for.

    We can only make laws dealing with transgressions within our territory. I wonder if the senate believes that if the help that is required to mobilize and disperese this great population within our territory will be taken by a few?
    It is 100million peoples that need to be provided for and intergrated.
    Planets with low populations should endevour to kick start their economies by taking existing infrastructure off the 2 worlds , rebuilding it on their world and getting the population that worked on them to settle for that. An investment that will reap rewards in later generations, or are thepoliticians blinded by their short careers?
    I ask again,individually and as a group are you willing to let these peoples perish with the understanding that the senate debates this and ultimately said it will not help?
    Are you willing to support the Hutt aspirations due to your lack of a moral compass? Do you realize the consquences of doing nothing?

    Dear Senators,

    In the aftermath of the Bimmisaari Incident, the people of Lorahns have provided shelter for a large amount of refugees.
    My planet simply cannot take in any more refugees. I am sorry to say so...

    Futhermore, the government of Lorahns hopes the crisis in the Vorc sector is resolved soon.
    The Galaxy has suffered enough... First, the Vong Reborn War, then the Bimmisaari Incident and now this...
    The Galaxy needs time to heal its wounds, but first the situation in the Vorc sector must be handled swiftly and thoroughly.
    If I may be able to help the evacuation, please don't hesitate to contact me.

    Some time ago, I wrote a bill concerning taxation.
    The Senate must send a strong message to the Hutts NOW!!!

    Bill 4580: Taxation on products from Hutt Space
    Proposed by General Immodet
    The taxation on all non-vital products beings shipped in from Hutt Space will increase by 12%. This mainly applies for luxury goods and weapons. The bill does not apply for minerals being transported in and out of Hutt Space.

    The taxation on vital products such as food will remain the same. This bill will also increase taxes on services provided by people living in Hutt Space by 20%.

    I second Bill 4580 but I would amend it to include a sunset provision. Increased taxation should be in place so long as the current hummanitarian crisis exists. The need to fund the rescue and relief justifies a temporary increase in revenue collection. aalagartassle General Immodet

    If the senator of Lorahns agrees with the sunset clause then so be it. I personally believe there should be no sunset clause on the bill for the following reasons.
    1 a penatly should be imposed on those that deal with the hutts.
    2 It sends a strong message to the citizens of this galaxy that as a senate we should have restrictions on legitmate goods from a neighbouring political system; one vying to take 100 million souls and make them slaves. I think the tax is also a great way to show the Hutts that as a combined senate we are looking to the future and the future of those in the VORC sector. If we kept the tax for more than a sunset clause [it could be lowered or increased by consent] then the future revenue could be injected into the economies that take in the refugees from the VORC sector in the first place and those claiming assylum from other governments thereafter.
    3 A part infrastructure, part subsidy, part assistance revenue could be injected into a planet that would certainly balance the books on the displaced they take in and make it an incentive for planets to take in refugees with the knowledge there would be a constant injection of revenue to their planet for their committment to helping. Combine that with the infrastructure they take as payment for increased refugee intake from the planets Junction 5 and Dubrilio then the incentive to help will be at its peak.

    That is most certainly so, Chancellor.
    Still, Senator Bazinga'd has made a valid point.
    The crisis in the Vorc Sector has given the Senate an opportunity to increase taxation on products from Hutt Space without giving the Hutts any reason to take it as a sign of hostility. It seems a very clever political move to me.

    Mr Chancellor and Mr. Speaker aalagartassle Jedi General Gelderd Is the sunset provision in or not? I will not give my support to a tax bill that can remain in perpetuity.

    I think it would be best to include a sunset clause if the Senate wants to be non-provocative.
    Later on, the Senate can always choose to keep it in effect some longer than was supposed to.

    I most certainly hope the cam droids are not recording what I am saying, otherwise I will have the Hutts tracking me down in no time... ;)

    Before voting, do we have an estimated amount of revenue this tax provision will bring in, and to whom will the incidence of taxation fall too (i.e., who will bear the most tax proportionally)?
