The State of the Senate

Firstly, I would welcome our Vice Chancellor and Speaker, Anakin.Skywalker and BookExogorth to the Senate. These two will undoubtedly serve well.

Secondly, I can confirm that the provisions agreed during the term of Bardan_Jusik have indeed broken the spine of the unjust actions of various elements of the involved corporations. As the law has been complied with, no further punitive action will be taken against any involved, though I understand many companies have voluntarily excised the parties responsible. Many of those individuals have subsequently declared bankruptcy and are being processed in the Courts accordingly.

Now, I would address what has occurred during the election period. Democracies are particularly vulnerable during these times, and the Senate is no different. However, our opponent has been all the more subtle.

Pirate Raids

Unaligned worlds within the Outer Rim and Hutt Space have in the last week been subjected to raids by forces of Imperial design. I must stress that these systems are not members of the Republic, and have no rights to protection by our forces. However, the raids have increased in frequency and though they initially started on the fringes of the Unknown Regions - our western border - they are now penetrating as far as the Hutts, who are on our eastern; the raiders are travelling through Republic space, is the implication. We have received appeals for assistance in recovery operations from several worlds which have previous refused to join the Republic, especially in the Western Reaches. Our legal responsibility is clear; zero, but I appreciate that morally our obligations may come across differently.

I have taken the opportunity to consult economically and presently, without shuffling around various financial obligations, we cannot afford to include non-contributing worlds in our defence spending without the Senate's involvement - but I would leave that to the Senate. I have yet to reach out to the so-called First Order, which set up in the northern most territory of the Republic in prior years.

Education Issues

Further, although economically the situation has stabilised, there has been a complaint made by the Education ministry as to a dip in staffing numbers, and they require intervention. This is reflected by a note from the Commander in Chief that the amount of recruits has suddenly dropped.

Plague and Economic Repercussions

Lastly, there has been a report of some kind of plague on Bespin, in the Western Reaches. Bespin is a member of the Republic and has requested our assistance in continuing the plague on Cloud City, and the Mining Guild has acted to suspend gas shipments on the Rimma - this is a quite sharp act by the Guild, which may be a response to our actions against the Guild last term, but it may be justified. Our focus may need to shift there; we must keep in mind that the area has been raided as noted so is not a particularly safe one - though Republic worlds have not been hit with military force.

The Senate will likely have time to deal with one of these issues immediately, so I would turn it over to the Chamber.

If I may, I have a few words to share on the subject of the pirate raids.

Although we are not legally responsible for these systems, I must concur with the Chancellor that our moral obligations would indeed seem to extend beyond that of our own systems, especially since the raiders are crossing our territory to access the said regions on either of our sides. And still I feel there is more to be gained from our efforts than demonstrating the integrity of our morality. I believe strongly that military action against these raiders will prove to be an important step in improving relations with the Hutts in general, as well as those in the Unknown Regions, but I stress Hutt relations. A Hutt in our Senate is one thing, but taking a step to aid Hutt Space -- without being overbearing, of course -- will ease the generations-long tensions between Hutts and the Republic. This may not lead to the inclusion of Hutt Space into the Republic, at least not any time soon, but it will be a beneficial step. Finally, it is my opinion that preventative measures should be taken to protect the Republic itself. Personal experience on Nal Hutta has made it clear that pirates aren't content to pillage the same regions for all eternity. I'm sure many of you have had some experience with this.

I will add -- and I very strongly recommend this -- that we contact the concerned parties before initiating any strong campaigns. Hutts as a species can be temperamental, and it would be unfortunate if their attitudes towards us were worsened because we stepped into "their" matters.

It is reminiscent of the Candorian Plague, which has not been since the Empire resurrected the disease and tested it on Dentaal. Historically it has depopulated more than 75% of the worlds that contracted the disease... so it is highly infectious.

Senators,

Upon brief further inspection of the absence of the aforementioned systems, I have reason to believe it may be linked to the pirate raids afflicting non-Republic regions. If it is true that those four Republic systems have come under attack or threat of the pirates, we must act immediately.

I therefore motion that four armed squadrons be deployed to the said regions to investigate the possibility of pirate raids or influence. Preparatory measures will be made to ensure the squadrons will receive adequate backing if a pirate presence is confirmed.

I regret to say it Senators, but we must be prepared for more than a small conflict.
