Quin has done a lot of bad things, but I don't think he is truly evil. The reason I say that is because he not self serving. Everything bad that he has done has been for the sake of his mission, or for the sake of finding and killing the other Sith Lord. Selfishness is the essence of the darkside, and in his selflessnes Quinlan is still very much a Jedi Knight.

The problem is that Quinlan seems to think that the ends justifies the means, which has led him to murder many people including Tholme in order to achieve his noble goal of destroying the Sith.
