    It is Ovan, a character from .Hack//Roots and GU Trilogy.

    His character on an online computer game was bestowed with the Avatar of Rebirth, and also infected with a creature which could place people on an online game. He himself was placed in a coma in the real world by the creature, but he also simultaneously had within him as the Rebirth the ability to save everyone and reset the game and defeat the infection in exchange for his life in the real world.

    In short, he was, at the precise moment of this scene, pretending to be the villain to lure the hero into killing him, personally having rendered comatose dozens of people. And as such he is laughing his head off manically.
