I know of the Rule of Thumb, not the Thumb Rule

 

The Thumb Rule is one of the rules that can be made while playing quarters. Players take turns trying to bounce a quarter into a shot glass. If you make it, you choose a player to take a drink. You continue to "shoot" your quarter at the shot glass until you miss(there are verious versions of the game but this is the one that the group I hung out with played). If one player makes the quarter into the glass three times in a row, then he or she can make rules. There's the Thumb Rule, which once that rule it's made, it's advantages to keep an eye on the the rule makers thumbs. If he/she places one of their thumbs on the table, everyone else has to also and the last one to do so, has to take a drink. There's also the Drink, Drank & Drunk rule. Once made, no one at the table can say those words or they have to take a drink.
