About fifteen years ago there was a story in the local newspaper of an African immigrant in Oslo who was stopped by the police 21 times because he had an expensive bike. The first times they would detain him until he could prove he bought it, so eventually he got the receipt of purchase laminated and carried it in his pocket at all times.

The reason for doing are quite beneficial; it is good way to break France's social bubbles and force integration via the army.

Why does it have to be military? There's other forms of service (though I'm not a fan of something like this being compulsory).
