No. That would alter the game too much - make it something different. Penalties are the purest way to decide the winner. When you've had 120 minutes of football and the game is drawn (scoreless or otherwise... you don't need goals to have a good football match) I think most people secretly like the finality of a penalty shoot out. It's a psychological competition more than is an athletic one. A wonderful counterpoint to all that has gone before it. So yeah, I say keep it. It's simple, and resolves a draw in a way that doesn't arse about with the rules of football.

OK, here's a brief hint about international sporting ettiquette:

1) You should always congratulate the winning team when they play fairly and deserve the win
2) The only exception to the above is if your team came second and, as you're emotional not rational, you compare them to Satan's belly button lint.

Since the #2 team was not Team USA, #1 should apply. Congratulate Jerry on his fine, richly deserved, win.
