To answer my own question: The Partisans are Saw Gerrera's band of rebel terrorists.

So to re-ask the question: Who makes up the Partisans? Clearly they must play a key role in the upcoming movie, why else would they keep getting mentioned? And if they do play a key role it will likely be part of the formation of the Rebel Alliance. And if the Rebel Alliance hasn't formed yet then they are just a band of extremists against the government, perhaps they could even be mercenaries. Well equipped mercenaries in fact if this toy is any indication

So the Partisans have X-Wing fighter? More specifically they have Black painted X-Wings. That look quite familiar actually.

So if this crashed X-Wing is a Partisan X-Wing and Baze Malbus is guarding it does this mean that Baze might be a Partisan? Or ex-Partisan? Maybe both he and Chirrut were Partisans until Chirrut lost his sight. It would explain their devotion and explain how Chirrut is such an exceptional martial artist for a blind man who is not Force sensitive. And we know Cassian is a recruiter who likely tries to find Baze and Chirrut for recruitment because he knows of their Partisan roots. And if the Partisans are in fact mercenaries then we have another viable candidate.

Everybody's favorite Gigoran Moroff. And according to this lug's upcoming action figure he is described as such:
Prepare for awesome battle action as the specialist stormtroopers go head-to-head with the mighty Gigoran mercenary Moroff – a towering, heavy-gunner who sells his brawn and firepower to any combat zone in the galaxy that might need it.

Another mercenary and (unless this toy is way out in left field) he fights stormtroopers. So Moroff is a mercenary rebel. Perhaps he is also a member of Saw Gerrera's Partisans. In the BTS Reel we see Moroff briefly and it appears he is jumping down, possibly out of a dropship. And we know about two other associates of Saw Gerrera who happen to pilot a U-Wing.

Edrio and Benthic two Tognath's who joined Saw's rebellion to seek revenge for their homeworld. So we are clearly told that these two are Partisans. And since we are on the topic of U-Wings we got one more possible Partisan.[IMG]
Bistan! So if this gunner position is on the same U-Wing Edrio and Bethnic are piloting then Bistan could also be a Partisan. But if this isn't their dropship then that could eliminate Bistan from this list.

In the episode 'The Honorable Ones' of Star Wars Rebels Agent Kallus tells Garazeb Orellios about a previous encounter with Saw Gerrera's Partisans where a lone Lasat Mercenary exterminated his entire platoon. This is another instance of a Partisan being labeled as a mercenary.

So to wrap up this game of who's who. Our potential Partisans are:

    - Saw Gerrera
    - Edrio Two Tubes
    - Benthic Two Tubes
    - Moroff (?)
    - Baze Malbus (?)
    - Chirrut Imwe (?)
    - Bistan (?)
    - Unknown Lasat
    -

Any additional Partisan mentions I've missed?

Ah, so that "Racoon Guy" as well as Jiang Wen's character are all part of this Partisans group... And their black X-Wing look nice, definitely a collector's item under the Rogue One merchandise! :xwing:

Edrio and Benthic should start an R&B doo-wop group called The Four Tubes.

According to the Bloodline novel the Partisans were viewed as terrorists by the Imperial community. Are we to witness an atrocity during Rogue One?

I don't think it's an atrocity. It's just going to be more of the same they've built up since TCW. Saw's tactics don't match up with those of the Rebel Alliance as a whole. I think that R1 is going to be where we see him give up on the guerilla stuff in favor of more head to head things. I think we've seen hints of that through out the promotional footage they've released. We've seen them ambushing one of the hover tanks, and Jyn and Saw seem to debate it in many sources.

Partisan...what's in a name and why are these different from your regular Rebel Alliance members? Seems to me that the Rebel Alliance is formed from planets and planetary systems that oppose the Empire where as the Partisans are citizens from Imperial occupied worlds that are striking back from within. Saw's Group sort of fits the bill but they are not all from Jedha but different occupied worlds. Chirrut and Baze state that the Empire destroyed their home - is that after the Jedha City is destroyed or before?

At a guess I would say that Chirrut and Baze are not allied with Saw but get caught up in some type of fracas and help Jyn and Cassian get out of a tight spot. Saw has his own band that includes Edrio, his eggmate and possibly Moroff. I had not heard of Edrio piloting an U-Wing specifically and Bistan is a member of the Rebel Alliance I think.

As for the X-Wings - if they are literally 'Partisan' then one would presume that they are based somewhere on Jedha, but where would you hide an X-Wing on a dustball planet?

Bistan isn't a member of Gerrera's Partisans, he seems to be a Rebel fighter. I'd think of him more as the R1 equivalent of ROTJ's Nien Nunb, an alien who's a fully fledged member of the Rebel Alliance.

Agent Kallus describes an incident with Saw's partisans where after an explosion, they casually marched among the unconscious and wounded imperials, assassinating each of them in turn. Think of Mothma's rebels as Daredevil and Saw's group as the Punisher (to pull in a mixed metaphor) basically.

That is a fantastic metaphor. I completely agree. I have this hunch that Cassian and/or Jyn want to recruit the Partisans for some added muscle but Bail Organa and Mon Mothma won't even consider the idea

Sounds about right. I look for them to unite with the Rebellion at some point during the movie. Maybe see ex Clones as well?

I think partisans will get pretty much completely destroyed in this movie and they consists mostly of ragtag mercenaries united by hatred for the empire. Unlike rebel alliance they probably use more terrorist-like tactics to fight the Empire and are less heroic and more brutal. Apparently they also have plenty of aliens in their ranks.

hasnt this mostly been explained? the Rebels are already forming, because RO is set after Rebels (the animated show), so the Ghost crew as well as other factions like Bail, Mon Mothma, etc are all in the process.
and with Saw and the Partisans, theyve been confirmed to already be fighting the Imperials. theyre an extremist group of mercenaries/Rebel sympathizers. this leads in well from TCW in the case of Saw, who was shown to be heavily committed to the 'Rebel' cause (the Rebels werent formed at this point, i know), though doesnt fall inline with all their methods.
so basically the Partisans from the Imperial view, who someone mentioned above, are 'terrorists'. i like this connective tissue extending from a novel, the movies, and an animated show no matter how 'small' in the scheme of things it might seem..
i assume in Rogue One, that Saw and the Partisans are either joined by the RO team, or, the Partisons are convinced to fight for the Rebel cause (since their goals align).

So me thinks that the trailer scene where Saw Gerrera mentions about "Save the resistance, save the dream" is where the Partisans sacrifice themselves, likely when Jedha is being used by the DS1 as a "testing ground", to enable the rest of the rebels to proceed with the plan... And yeah, I do agree with Big Boss in that the Partisan guys are indeed in a "gray area", whereby they are supposedly good guys but use villainous tactics to get their work done!

It calls them terrorists as it relates to Casterfo and Bloodlines, where he called them terrorists.

Just like the original Onderon episodes its just pointing out that blurry line there. One person's terrorists is another's freedom fighter. Its the winner that gets to pick the title.
