I think it comes down to the point that people weren't thinking when they created TCW. Seriously.

I do hope they manage to tie things in well at some point with the prequel trilogy. At this point it is pretty sketchy at best. In the films the Council is concerned about Anakin being trained and Mace Windu seems agitated with him almost on a daily basis. Yoda says to Obi Wan at the end of Episode 1 that he does not agree with Obi-Wan's training of Anakin. We fast forward to the Clone Wars and Yoda is saying that Anakin needs to train someone. I find this intriguing. They also believed that Ahsoka would be Obi-Wan's Padawan but she turns out to be Anakins. I find this very intriguing also because should the Council not tell the mentor that they will be training a Padawan as oppose to just springing it on someone? There are some inconsistencies with how this story is being told in conjunction with the entire prequel trilogy.

He already had plenty of that. He led entire armies.

The point was also to "learn to let go". Every Master has to "let go" of his Padawan when (s)he becomes a Knight.

I'm not sure how learning to let go isn't part of leading soldiers. You're responsible if they die.

Why don't they start by having him let go of Obi-Wan?

He was in his early 20s, time to move out of the house already.

He goes on assignment on his own in TCW. We just don't see most of the war in the movies.

Obi-Wan and Anakin are still together almost constantly in TCW. The attachment is still obvious.

The Council probably thinks they are a good team (and Obi-Wan seems to have a good influence on Anakin).

Ahsoka Tano doesn't exist in film canon

(the above is my opinion, and a pretty darn good one)

Some say you never truly learn something until you teach it to someone else. The Council knew that Anakin was talented and strong, but hotheaded, arrogant, and a rule-bender. So they gave him a Padawan who was a reflection of him, hoping that by Anakin teaching Ahsoka to overcome those issues, he will learn to overcome them himself.

Seems as good a reason as any- allows Anakin to realize just what it was like for Obi-Wan.
