Saga The Republic had the Clone GAR ... BUT why not the Separatists EARLIER?

I came to thinking then as usual - the Republic had the Clone Army BUT with the Separatists - they had mainly droids BUT - in the EU comics - well - Count Dooku commissioned the Morgukai Warriors - particularly Bok's DNA template to form his own army of Morgukai Warrior Clones to combat Jedi and the Clones ... SURELY he could have earlier done this? I mean the fact how if the Separatists considered - and THEY DID have the Morgukai Shadow Army ... yet it wasn't until the final battles - particularly that of Saleucami that they came into fruition ...
