Isn't it a feedback loop, though? If there was a time when the Force external to any user was purely neutral, then as soon as a living being used the Force with anger or greed, wouldn't that in turn be reflected in the Force itself, since it is generated by all living things? If the dark side is internal to the Force-user, then there will also be a dark side external to the Force-user.

 

The dark side tree cave on Dagobah and the island where Yoda went to on the Force planet are both strong with the dark side of the Force. The Force is in all living things. And if there are places where the dark side is strong, then those places are in part because of living beings, but also from the dark side itself.
