ST The state of the Republic in TFA

In he OT I was made very clear that the Empire continued to use much of the governmental systems of the Old Republic to further its own ends. Even the Senate was allowed to remain until the completion of the Death Star. This allowed for a disciplined changeover to occur.

Yet in TFA it seems as if the newly formed democratic government choose to abandon this strategy , move the Capital to a completely new system and not make use of much of the bureaucracy that had endured even thru the Empire.

To me this seems very shortsighted and flawed way to begin a new Administration.

I have not had the chance to read all of the new cannon novels but was wondering f there was an explanation as to why this happened
