What would such a clone be used for it never explains what.

and I find the idea very curious.

I think they're referring to the moment near the end of His Last Command when Thrawn suggests cloning C'baoth, in the Unknown Regions, and letting the clone grow to maturity over a decade or so.

The reason for doing that, so that the clone could become a new minion of Thrawn's - not as unreliable as the previous clone was.

Didn't he actually set up that installation in the Crosscurrent-Riptide Duology by Paul Kemp? While we didn't see any C'baoth clones, we did see some clones of Jedi and they went crazy as well.

There's probably some sort of connection between the two. And do we know exactly who all the clones were clones of?

By the way, am I correct in remembering that Zahn has said that the out-of-universe reason for that scene was to set up a hook for the HoT story, by introducing the idea that Thrawn had a slow-developing clone in the Unknown Regions?

    Joruuus is Duros?

Or do you mean Thrawn? Because that contradicts the EU.

First Ood Bnar, now C'baoth... people really need re-educating on Duros.

Where's Cad Bane when you need him..?

I think that if Thrawn would probably wind up with a C'baoth more unstable and unreliable than the original clone. Unless, of course, he had some serious indoctrination programs for him. But I imagine that would be difficult to pull off, and the clone might wind up becoming angry, power-hungry, egocentric, and terrifying just like the original clone, albeit for different reasons.
