Well, isn't this a frustrating trivia question...

 

Well if you read the link I provided, and check out the attached scan of the actual memo, you will see that Dr. Stanley originally came up with the idea of the flag, according to his memo.

I said "designed" I didn't say who's idea it was. Designing and coming up with an idea are two different things.

 

Well isn't drawing the very first picture of the flag in a memo "designing" it, if that is the design they end up using? ?

This is what I found: A key element of the flag - the stylized maple leaf - was designed by Jacques St. Cyr while the proportions were outlined by George Bist and the precise coloration defined by Gunter Wyszechi. The final determination of all aspects of the new flag was made by the 15-member parliamentary committee, which is officially credited with the design. The design was approved by a resolution of the House of Commons on December 15, 1964, and in the Senate on December 17, 1964, and proclaimed by Her Majesty Queen Elizabeth II to take effect on February 15, 1965.

Which shows that it was actually Dr. Stanley who first came up with the idea of our current flag. Obviously there is some disinformation out there, so I went right to the source... the Government of Canada Website, and found this:

WE ARE BOTH RIGHT

So I guess it will have to be a tie... Dr. Stanley actually did "design" the flag, and the others simply finalized the design.
