- Raith Seinar came up with the original idea
- he gave the plans to his friend Tarkin
- he gave them to the new Supreme Chancellor Palpatine
- he gave them to new apprentice Count Dooku
- he took them to Geonosis to be expanded on by the Geonosians & a scientist named Bevel Lemelist
- after that a bunch of scientists worked on it

Ya it was built in the Maw of the kessel run - in Rouge Planet in the beginning you can find out that Tarkin stole the plans from Sienar - but i forget where i found out that it was built in the maw -
