Yes, it is in its early stages, but the "Lothal-cell" (as Kanan and the others are called), did not found the Rebel Alliance. Ahsoka was part of it, Senator Organa was a part of it, Leia was just a child so she was not a part of it, Mon Mothma was probably a part of it, etc.

And this also means there are other cells on other planets, like there is probably a "Naboo-cell", and an "Utapau-cell" too.

In AHN, these have probably grouped, including the individual people above, into a big Alliance.

As seen in the series (also, spoiler alert on the last episode of 1st season),

Also, Rebels does not cover Yoda's and Obi-Wan's life, communications, and their affiliation with the Rebel Alliance.

I'd go a slightly different way, despite the memory wipe, have 3P0 inevitably start getting disturbing flash backs to his true beginnings, and the horrible realization that Vader built and programmed him. ....This leads to a vision where he sees Anakin's ghost tell him, "It's true... I AM Your Father!" and a waking nightmare where sees himself with a droid body but a human face and arm. Which he proceeds to pull off (see the red replacement arm in TFA) in a fit of anger he eventually pulls that one off too. As he grasps with the lies about his past, and what he really is. he eventually begins to graft real human parts and flesh to his body and face.
Comes to terms with his true purpose, kills R2 and all the human companions, returns to Endor where he becomes their 'GOD", secretly building an Ewok army, as he plans to take over the universe.
