    is there such a program that can take a recording of say, your regular voice and make it different i.e. say add an accent or make you sound like an robot or something

    Well, Goldwave (http://www.goldwave.com/) has a good number of voice-altering features- though I doubt there's any that could give you an accent- that's something to do in the performance and recording stage.
