Ok! i at least think he was a rebel sympathizer.
I mean lets look at this carefully.
1st-he rejects capt.peitte's suggestion that the fragmented
message from the probe droid was a possible lead,
-then he tries to divert the possibilty that hoth is in fact the
location of the rebel base <Vader-"Thats it the rebels are there!"
Ozzel"My lord there are so many uncharted settlement, it could be
smugglers It..."(Now if it were me I'd of said "Ok lord Vader what ever you
say, if it's the base then you have the force you must know.")
Then he come out of light speed to close and to soon (not to contact
the rebels, but I suggest to physically warn them, to let them know
ok We are here, I tried to divert these guy but it didn't work so get ready.)
Yes it's a huge speculation but I think it might have some merrit.

What do you say? comments speculations.

Nah - I think he was just indicitive of the type of officer the Empire would attract.
    Clumsy, lazy, and overconfident.

Here's some snot nose little Piette wanting you to fly all the way off to some god f'rsaken part of the galaxy because a signal was recieved (true, the probe was saying, "scatanafffascherfiz scannasanafriz" but that still didn't mean it was the Rebels). He doesn't want to go to anything that smacks of effort. And then when the big boss man comes to look over his shoulder, he tries to deflect the possibility of it being the Rebellion because he doesn't want Piette to look better than himself (that's why he shoots Piette that p.o.'d look as soon as Vader's out of the picture -- "don't you dare show me up you little chump").

But Ozzel's strategies leave a lot to be desire, and as a result the Rebels can man a defense. Now, if you look at it overall - the Empire opened up a serious can of whoop ass on the Rebelion that day. Figure the number of pilots and soldiers killed, the resources destroyed or left behind... it was a big loss.

But the objective for Vader wasn't to stomp the Rebels - it was to get Skywalker, and so, "... you are in command now *Admiral* Piette."

Well I thought the same thing for the longest time.
But after watching the movie over and over again
you start to see certain things. Now I'm not comitting
to my speculation as fact,But I concede to the possability.
Ozzel must have been in service to the empire for a long(judging by his age.)
time,And I'm sure he made his mistakes along the way. it just seems
like he wanted to avoid the hoth system,And as I mentioned before
vader could have been ( and I know I'm grabing at straws here.)saying
he's a clumbsy spy or actually I'd rather say sympathizer, There was infact
evidence in ANH that some in the senate would sympathize with the rebellion.
"holding her is dangerous, If word of this gets out ,it could generate sympathy for
her and the rebellion in the senate."so it was obvous that there were rebel
sympathizers, I don't know maybe I'm just reading into this to much...

again I'm not asking you to accept it as a matter of absolute
    fact,but is it possible?
I mentioned before that there were rebel sympathizers in the senate,
And a perfect example was Princess Leia herself!
"I'm a mamber of the Imperial senate on a diplomatic mission to alderan"
But she was really a rebel spy and a traitor...
So if the princess a member of the imperial senate could be a spy
then well need I say more...
