They're not brothers in the usual sense, according to SW.com, but that doesn't mean they can't be brothers in another way. Perhaps they both joined the Tatooine Fraternity?

Since the films don't say otherwise, and we've been told so in the past, yes.

A combination of the novel and comments made in regards to the concept. The Wampa attack from ESB was deleted, but I don't think many people would argue it "didn't" happen.

And now Ben and Owen are brothers? So really, Anakin was like Obi-Wan's younger brother and he never knew! How tragic.

I don't buy it.

Ben is Owen could have been drinking buddies and they called themselves "brothers" Just think, Owen and Ben could have made a wager in which Luke is won to Owen (Fair and square)

They later go about their drinking business, Owen drinks Corrilean Blue and Obi-Wan drinks....

I doubt that Ben and Owen are brothers, despite what was origionally written in the novelization. However, there is always the case of the tombstones at the Lars' Homestead. During AOTC there are three tombstones, Shmi's, Owen's mother's (assumedly), and another smaller one (perhaps a child that was lost during birth or shortly thereafter). It is possible that the third tombstone is Obi-wan's and that he is really Owen's brother and Anakin's half-brother. But I strongly doubt that this is the case.
