he does. it's in the comics which are canon.

 

Close to my house, there is really, really big building that has not been used for years, but is in quite good condition. People don't really question it.

Also, I think that Palpatine would keep the Temple onder surveillance. He probably didn't fully destroy the Temple because the Jedi had information that was valuable to the Sith, like the old Sith Holocrons. Palpatine mentions this in the novelisation of Revenge of the Sith.

 

In Dark Lord - those holocrons are portrayed as Sith disinformation they intentionally let fall into the hands of the Jedi.

 

Old EU?? Or Canan EU?? Or is the new Comics even considered EU?

 

New comics are part of the "newcanon" - so, on the same level as the movies, in theory.

The Empire thoroughly searches the records of the Jedi as the inquisitor in Rebels admits. It becomes the training site of the inquisitors and also where the Emperor might go to meditate in the Dark Side. It also serves as a trap for surviving Jedi to return to and be eliminated with.
